The economic distortions associated with arbitrary allocations of free emissions permits to trade exposed industries in Australia is just one part of a global story. Without an effective international approach, this will contribute to a breakdown of the WTO based global trading system. Professor Garnaut discusses the problem and the way out.

In 2007 Australia's Commonwealth, state and territory governments commissioned Professor Garnaut to conduct an independent study on climate change. The Garnaut Climate Change Review presented its Final Report to the Prime Minister of Australia and the eight states and territories on 30 September 2008.

Professor Garnaut is an economist, academic, author and former Australian Diplomat. He holds Chair and Board roles with a number of international companies and research organisations, including as a member of the Board of the Lowy Institute.
